Your software development company in Moldova
We design and build web, mobile, and AI products end-to-end — senior Moldova engineers, EU time zone, and the 7% IT Park tax that keeps your budget on the code.

Senior engineers
React, Node, Python, .NET, and mobile — vetted seniors who ship, not juniors learning on your budget.
Fixed scope or dedicated team
Take a fixed-price project or a dedicated team you manage day-to-day. Your call, your cadence.
EU time zone (GMT+2)
Real overlap with your working day — standups, reviews, and fast turnarounds, not async-only handoffs.
7% IT Park tax
Moldova's flat 7% IT tax means more of your budget reaches engineering, not overhead.
What you actually get
The deeper breakdown — engagement models, stack breadth, quality, security, and handover.
Three engagement models
Fixed-price for a scoped MVP; time-and-materials for evolving requirements; or a dedicated team you run day-to-day. We match the model to the risk.
Full stack breadth
Web (React, Next, Vue), backend (Node, Python, .NET, Java), mobile (React Native, Flutter), data (Postgres, ClickHouse, Snowflake), and AI (LLM apps, agents, RAG).
Quality by default
Code review on every PR, typed everywhere, unit + integration test coverage on business logic, CI green before merge. Not optional — how we ship.
DevOps & infra
Cloud on AWS, GCP, Azure, or Vercel — IaC (Terraform, Pulumi), containers, observable pipelines. If you want it self-hosted, we self-host.
Security & compliance
Signed NDA and DPA on day one, secrets in a vault (not env-var soup), OWASP-aware defaults, GDPR-aligned data handling.
Clean handover
When it's done, it's yours — repos, credentials, docs, and a walkthrough. No lock-in, no invented dependencies on us.
From scoping call to shipped code
Free scoping call
A 30-minute conversation about the product, the users, and the constraints. No deck, no pitch — we listen and take notes.
Fixed quote & plan
Within two or three business days we send a written scope, milestones, and a firm quote. If the scope is genuinely unknowable, we quote a paid discovery instead.
Sprint delivery
Two-week sprints with a demo and review at the end of each. You see progress every fortnight, redirect if priorities shift, ship to prod on the cadence you set.
Handover or maintain
At project end you get a clean handover pack — code, docs, credentials, runbooks. Or keep us on a maintenance retainer if that fits the roadmap.
Not a body shop — an engineering team you rent for a while
The three things that separate real senior delivery from cheap-hour arbitrage.
When we say senior, we mean engineers who have shipped production systems for real users, who can architect a service, review someone else's pull request, and push back on a bad requirement — not junior hours dressed up in senior job titles. We hire from the Moldovan IT Park talent pool: engineers who have worked at agencies like Endava, Pentalog, and EBS Integrator, and who speak fluent English on top of Romanian and Russian. Every hire clears a coding assessment, a system-design conversation, and a 30-minute pairing session before they touch a client project.
Engagement model matters more than most buyers realise. A fixed-price contract works when the scope is knowable and the risk lives with us. Time-and-materials fits when priorities move faster than a written spec can. A dedicated team is right when the work is continuous and you want the same faces every sprint. We scope the conversation to the model that actually fits — recommending fixed price when a client wants T&M is usually a sign that the scope needs another discovery round, not a bigger budget.
The 7% IT Park regime is what makes the economics work. Instead of the standard bundle of income tax, employer and employee social contributions, and health insurance stacked on every payroll, Moldovan IT Park residents pay a single 7% tax on gross monthly turnover. That is not a discount — it is a structurally different tax base, and it is why senior Moldovan engineers land near $30–60/hr all-in while shipping the same output that costs three or four times as much in London, Berlin, or Amsterdam. Read the mechanics on our payroll company in Moldova page.

Frequently asked questions
How much does software development cost in Moldova?
Senior rates typically run $30–60/hr, depending on stack and seniority. That is roughly 2–3× cheaper than Western Europe, with EU-aligned quality. We quote fixed scope wherever the requirements are firm; if they are not, we quote a paid discovery and only commit to a build price after the picture is clear.
Can you build and also employ the team?
Yes. We build software for you as an agency engagement, or employ your chosen developers under our Moldova entity (Employer of Record) — payroll, contracts, taxes, and compliance handled. Many clients start with a build engagement and roll the same engineers into an EOR arrangement once the product stabilises.
What stacks do you work with?
JavaScript/TypeScript, React, Next.js, Node, Python, .NET, Java, React Native, Flutter, plus AI/ML and MCP/agent builds. On the data side: Postgres, ClickHouse, Snowflake, and vector stores like pgvector or Pinecone. Cloud: AWS, GCP, Azure, Vercel, or your own metal.
How fast can we start?
A scoped project or the first developer can go live within days — no entity setup, no long procurement. The bottleneck is almost always aligning on scope, not sourcing the team. Once we have a written brief and a signed engagement, kickoff is within one to two weeks.
What software development lifecycle do you follow?
Two-week sprints with a demo and a written review at the end of each. Trunk-based development, code review on every pull request, CI green before merge, automated tests for anything with business logic. We keep issue tracking in whichever tool you use — GitHub, Linear, Jira — and mirror the ceremonies you already have.
Who owns the IP and source code?
You do — always, from the first commit. Our standard master services agreement transfers all work product to your entity as work-for-hire, with a fallback assignment for jurisdictions that do not recognise the doctrine. Repos, secrets, and infra accounts are set up under your identity from day one, not migrated at handover.
Do you sign NDA, DPA, and GDPR agreements?
Yes — every engagement is preceded by a mutual NDA and, where personal data is involved, a data processing agreement aligned with the EU GDPR framework. Moldova is an EU candidate country and its data protection regime is close enough to GDPR that DPAs are routine on our side.
Can we scale the team up or down mid-project?
Yes — that is one of the reasons the dedicated-team model exists. Ramp-ups typically take one to three weeks depending on the seniority of the role; ramp-downs use the notice period we agree in the engagement, usually 30 days. Fixed-price contracts do not scale the team the same way, but they can be renegotiated for additional phases.
